How does separating the satellite operations and tracking from the Air Force and Navy so they can compete for their own funding violate a treaty?

  I like how he sprang it on the Joint Chiefs of Staff at a press conference:

Turning to seek out Dunford, Trump said, "General Dunford, if you would carry that assignment out, I would be very greatly honoured also ... Where's General Dunford? General? Got it?"

Dunford appeared to acknowledge the order, responding, "we got it." But the directive seemed to take defence officials by surprise.

Guy does like to do that, like how he surprised them, even after 'consultation' with his 'Generals and military experts' with his  trans military ban announced in that most Trumpian of ways: Twitter.

We are governed by the Dursleys - Dudley is the President, Aunt Petunia is the House, and Uncle Vernon is the Senate. 

The only thing we have going for us in this particular case is the stunning amount of bureaucratic inertia the military has at its command.  This ain't gonna happen overnight.

They've published a Whitehouse press release that says their goal is to "improve, evolve and plan space warfighting."

I'm pretty sure Trump thinks he's Luke Skywalker.
