I think that it should be possible to find Eagle, at least. We just got a much more detailed gravity map of the moon a few years ago, and most of the equatorial region of the moon has now been mapped to high resolution with LRO. Apollo 11 should be easier than Apollo 16 because the orbital inclination was so close to equatorial that there's a much smaller region to search.
