Not CNC, because you can't mechanically mill very thin sheets of metal.  it doesn't have enough strength to provide the reactive force against the tool.  But now that you mention it, we can now use additive manufacturing (i.e., 3D printing) these days for many of the things that we used to need chem-milling for.

If by "3D printing" you mean all additive manufacturing, then yes absolutely.

For example, selective laser melting can be used with any metallurgy compatible with welding. SpaceX has manufactured rocket engines with this method.
